They would only scale so far downward or upward, to the point where they really may as well not even scale at all. Enemies had a small range within which they would scale. The items would still appear, but at a much lower rate than if you were the appropriate level in the related skill. Armor and weapons would react to your smithing level, not your overall level, and potions react to your alchemy level.
